This report offers concrete recommendations on how to revitalize dialogue and arms control in the OSCE area. It follows a three-stage approach for structuring security. The first stage focuses on how to regain trust through diplomatic dialogue based on lessons learned from the Cold War. The second stage explores a new generation of confidence- and security-building measures (CSBMs) with a particular focus on risk-reduction measures as currently discussed in the framework of the Structured Dialogue.
